no one is the best. You need to consider your requirements. Also, I am sorry but have heard bad things about globat. You should need someone else. Dont go with too cheap to be true offer. Make sure you can make a search about providers, and ask around

So I have decided to go with 1and1.com
the are largest ones

I like linux for the server OS because it seems more stable but if you need asp then windows is what you need I think.

First,Linux is free but Windows is not.
Second,many thousands of programmers still developing linux,so it is the best choice for you if you are hosting php and cgi

For me. it must be linux.
