satamis, this is all dependent on the provider and plans involved. For example, I do both racks and bare floor space, power from 120VAC to 480VAC, bandwidth from 1Mbps to 100mbps, and 24x7 access.
I doubt you'll be able to do much negotiating unless you're a large customer. Best bet is to compare plans and pick the one that's the best match for your needs.
