What companies are among premium dedicated server providers? Does this mean being plugged into the premium network or are there any other implied features of plans? I see that hqhost.net says they provide premium dedicated solutions, what makes them different from other companies?

Agreed. As for Hqhost.net - they do plugged into tier1 network http://hqhost.net/en/about.html.
Not sure if they can be named Premium one but Tirer 1 network is very good input

For me, just connecting to a Tier1 network is not enough to be called a premium dedicated host. Hosts like rackspace - where they treat the customers as well as machines pretty well - deserverd to be called premium.

I agree, your popint is rather valid, it's all about hqhost.net support rather or more than the bandwidth they are using.
What datacenter are they using?

HqHost.net has their datacenters in Chicago and New Jersey. Do they specialize in dedicated servers?

I am using dedicates server of "DrupalValueHosting.org" from couple of months and I am pleased with their services. I think they are providing fantastic services.
