Yeah its Australian based, and i think if you with telstra bigpond (Aust ISP) its free downloads from any of the pipe network connections. Some time ago when all my friends would talk about ti who many ran gaming servers off it many isp's chould not connect to them something about not being connected into the pipe network :/ but eyah i havnt looked into them for a long time but heres some info pulled dirrectly from the site.

PIPE networks currently operates a fibre optic-based network servicing the CBDs and certain metropolitan areas of Sydney and Brisbane with over 140 buildings "on-net".
