I agree webhosting.uk.com. Plesk will be cheaper then cPanel but both the control panel have good features and make management easy.
On the other hand, cPanel/WHM is mostly used an interface on Linux servers and Plesk on Windows OS.

As far as I know, pleask offers some cheap license for smaller number of accounts. If you are looking to host large number of sites, it shouldnt make much difference.
