Opteron is the best. One of the microsoft minimum requirements wanted amd opteron 1.4ghz or intel 3.06ghz. amd opteron ~= intel 3.06ghz. Microsoft tech guys have written this in one of their products. I do not remember the source. But, yes it is 95% true (to my knowledge). THumbs up for amd.

answer depends on what apllication is running on server.

many web application and standered web hosting doesn't require much CPU power.

average utilisation of my XEON is sever is less than 2%. almost 100 high traffic sites hosted on it.

Physical memory and Hard disk is also plays very much significant role in performence. like if yo have dual Xeon with HT and bla bla and only 512 MB ram and ATA hard disk its not going to be good config.
