PLESK is the best windows control panel to be used.
ABOUT PLESK -
It allows a server administrator to set up new websites, email accounts, and DNS entries through a web-based interface. Other services managed by Plesk include MySQL and PostgreSQL databases (Microsoft SQL server and Microsoft SQL Server Desktop Engine under Windows), Tomcat Java server, ColdFusion server, as well as CounterStrike and Battlefield 1942 game servers.

cpanel is for both windows as well as linux servers,i think its features are also quite standard, its working scheme is quite professional and its interface is clean, i think if you are still confused you could check out -

different types of control panel

The OP is interested in free or cheap panels, though I can't say Plesk 8 is particularly cheap, but it seems to be offered by the majority of webhosting companies on windows and linux plans, serverpoint.com, fastservers.net, amhosting.com.
