No matter what group you try to advertise to, it's bound to stray around the line of being spam. However, there's no doubt that email is a great way to get your word around. Anyone have any opinion of when it's good to mass email people, utilize newsletters, etc?

spamming peoples inbox is just plain annoying

it'll just annoy people and give you a bad reputation

IMO newsletters with mass appeal can attract attention of the viewer if it is targeted properly. Good Content is a very important quality of a newsletter, if the reader doesn't find any content useful for him it may not grab the desired attention. Customize the content to match the interests and needs of the recipients.

if you spam the inbox it will affect the whole web server and the web host owner may be remove your account if he pissed with our actvity

I just ignore such mails and block sender, be it whosoever, i don't care. Mass mailing is nothing short of spamming IMHO.
