For a newbie, I would say notepad. It is an excellent tool for creating any text document including HTML files. You have a complete control over the layout and the HTML code that goes into the document. I think another advantage of using notepad is it gives you a much clearer understanding of your code.

Yes I agree. I bought Dreamweaver and it does cost alot. lol. But if you are poor (Like many people) use notepad. FontPage I think it is cost to much too.
