it literally been taken over by php because it is supported nearly everywhere and php is quite easy now but still CGI is alot more stable for running programs

PHP is Open Source.

There aren't that many sites using CGI, CGI's usually power the backend of the site, the grunt work, the heavy processing, while PHP or ASP powers the front end where less speed is needed, but flexibility is important. CGI's are generally more efficient, but it varies depending which language you use.
